Laguna Governor denies graft allegations over aid programs

A formal graft complaint was filed with the Office of the Ombudsman on September 28, 2026, against Laguna Governor Marisol “Sol” C. Aragones-Sampelo and five other officials over the implementation of the Civil Service Review Financial Assistance Program.
The complaint was lodged by Laguna Board Members Lorenzo Zuñiga Jr., Karla Monica Adajar-Lajara, and Princess D. Lajara, together with Calamba City Councilor Christian Niño Lajara.
It alleges violations of Sections 3(e) and 3(g) of Republic Act 3019, citing grave abuse of authority, grave misconduct, gross negligence, and causing a prejudicial effect on the best interests of the service.
Also named as respondents are Provincial Budget Officer Jocelyn Jimenez-Litan, Provincial Accountant Jophylen C. Bacanto, Provincial Treasurer Felix T. Cruz, Assistant Government Department Head Carina Macalos, and Professional Academic Review Center President Dr. Analiza C. Victoriano.
The problem is that each beneficiary received a ₱15,500 release and was told to remit the full amount to a private review center. The complainants say the action bypassed mandatory government procurement procedures. They also say similar review services cost about ₱6,000, which could have placed the province at a financial disadvantage.
The program was reportedly carried out despite contrary guidance from the Provincial Legal Services Office and conditions set by the Sangguniang Panlalawigan. Concerns were also raised that some submitted documents—including diplomas and certificates of indigency—were fabricated, falsified, or otherwise invalid.
Governor Aragones had earlier denied wrongdoing, stating on September 15 that the funds were intended specifically for payment to review centers, not as personal allowances. She condemned the premature circulation of the issue on social media before her office had received the official complaint.
“Ipinamamalas nito ang masamang hangarin at layong sirain lamang ang aking reputasyon.”
She expressed disappointment that politics appeared to take precedence over public service.
“Nakakalungkot na sa halip na paglilingkod ang pagtuunan, ganitong uri ng pulitika ang inuuna.”
The governor reaffirmed her administration’s commitment to public trust.
“Hinding-hindi namin isasakripisyo ang aming integridad at pananagutan sa paglilingkod sa bayan.”
Aragones confirmed that the formal complaint has not yet been received. A full response will be issued at the appropriate time and through the proper legal channels. She assured that services and programs across Laguna will continue without disruption.
The Ombudsman has yet to take action on the case. The filing of the complaint does not establish administrative or criminal liability.
