OTS Personnel Charged Before Ombudsman Over Alleged Theft from Foreign Passenger

MANILA, Philippines — The Office for Transportation Security (OTS) has filed criminal complaints before the Office of the Ombudsman against several Security Screening Officers allegedly involved in the theft of money from a foreign passenger while performing their duties at an airport.

The complaints were personally filed by OTS Administrator Undersecretary Gilberto DC Cruz, together with Deputy Administrator Atty. Carlo Bala, as part of the agency’s continuing campaign against corruption and its efforts to strengthen accountability within the public service.

Cruz emphasized that OTS personnel are entrusted with ensuring the safety, security, and respectful treatment of all passengers passing through the country’s airports. He stressed that employees are expected to uphold the highest standards of integrity and professionalism in the performance of their duties.

According to the complaint, the respondents allegedly violated anti-graft and corruption laws after reportedly taking money belonging to a foreign passenger. The OTS maintained that such actions constitute a serious breach of public trust and undermine confidence in government service.

In addition to the criminal complaints, the agency has also initiated administrative proceedings against the personnel involved. The OTS said it remains committed to holding accountable any employee found engaging in illegal activities while on duty and reaffirmed its commitment to transparency, integrity, and public service
