Baccay Vows Stronger Police Drive Against Crime in Calabarzon

CALAMBA CITY, LAGUNA — A tougher police campaign against criminal activities is being pursued across Calabarzon as Police Regional Office 4A (PRO 4A) acting Regional Director Brig. Gen. Dominic L. Baccay vowed to intensify efforts to make the region safer for its residents.
Baccay delivered the message during a briefing at Camp Vicente Lim, where he outlined the results of police operations during his first month as head of PRO 4A.
The regional police command reported a decline in crime incidents during the period from July 10 to August 9, 2026. From 309 recorded incidents, the number fell to 225, representing a 27.18-percent reduction.
Baccay attributed the initial gains to the implementation of the command’s B.E.S.T. approach, which stands for Be Visible, Engage Immediately, Serve Together and Transform Trust. The strategy seeks to strengthen police visibility, speed up response to incidents and build closer cooperation between law enforcement and local communities.
The anti-drug campaign likewise produced significant results. Police units across the region arrested 1,195 suspects and seized more than 4 kilograms of shabu, along with over 5.9 kilograms of marijuana. The confiscated illegal drugs were estimated to have a combined street value of approximately P28.9 million.
Of those arrested in the drug operations, 99 were classified as high-value individuals, while 1,112 were identified as street-level personalities, according to PRO 4A records.
Baccay stressed that the police campaign is not limited to confiscating illegal drugs. He said the broader objective is to weaken the networks responsible for bringing and distributing prohibited substances in communities throughout Calabarzon.
Law enforcement operations also resulted in the capture of approximately 450 most-wanted persons and 789 other wanted individuals, further strengthening the region’s drive against fugitives and other criminal suspects.
Police operations targeting sexual offenses also resulted in 336 arrests from 365 operations. Of those apprehended, 238 were arrested by virtue of warrants, while 98 were taken into custody without warrants.
Baccay said the police command will place greater emphasis on the region’s eight focus crimes, particularly rape and sexual assault, as authorities respond to the continuing concern over sexual offenses.
With Calabarzon covering Cavite, Laguna, Batangas, Rizal and Quezon, Baccay said the regional police force will continue to pursue criminals while strengthening police presence and community engagement.
His message was clear: under the current PRO 4A leadership, criminals and other lawless elements should expect sustained police operations across the region.
