House commends Speaker Dy after productive, pivotal first regular session
The House of Representatives on Wednesday night capped the First Regular Session of the 20th Congress by adopting a resolution commending Speaker Faustino “Bojie” G. Dy III for his steady stewardship and consensus-driven leadership.
Adopted shortly before Congress adjourned sine die, House Resolution No. 1093, introduced by House Majority Leader Ferdinand Alexander “Sandro” A. Marcos and Minority Leader Marcelino “Nonoy” Libanan, hailed Dy’s role in keeping the chamber stable, productive and united during a critical period.
The resolution served as the House’s closing assessment of Dy’s leadership during a session that saw major legislative accomplishments, key reforms and the fulfillment of the chamber’s constitutional duties.
“Speaker Dy assumed the stewardship of the House of Representatives during a critical juncture of the Twentieth Congress, stepping into the Speakership with a profound sense of duty, steadiness of hand, and an unwavering commitment to parliamentary solidarity and institutional continuity,” the resolution stated.
The House credited Dy with ensuring a smooth leadership transition while keeping legislative work moving and preserving cohesion among members.
It noted that despite his long experience in public service, Dy chose to lead “not with grandeur, but through an approachable presence that radiates respect and composure.”
The resolution said this leadership style fostered “an environment of genuine collaboration” while sustaining the momentum of the chamber’s legislative agenda.
Under Dy’s stewardship, the House processed 10,809 legislative measures, including 9,695 bills and 1,114 resolutions.
Six measures were enacted into law, one was awaiting presidential action, two bicameral conference committee reports were ratified, four measures remained pending bicameral action, and 222 House-approved measures were awaiting Senate approval. The chamber also adopted 114 resolutions.
The resolution likewise highlighted progress on measures under the Common Legislative Agenda of the Legislative-Executive Development Advisory Council (LEDAC), including bills approved on third reading and measures awaiting bicameral action.
Among the key measures advanced were the proposed Anti-Political Dynasty Act, National Land Use Act, Waste-to-Energy Act, amendments to the Pantawid Pamilyang Pilipino Program, reforms in the Energy Regulatory Commission and expanded educational assistance measures.
The resolution also cited the House’s fulfillment of its constitutional mandate, including the adoption of House Resolution No. 989 containing the Articles of Impeachment against Vice President Sara Z. Duterte.
“Under the calm, pragmatic, and steady stewardship of the Honorable Speaker Dy, the House of Representatives has remained highly productive in legislation while efficiently fulfilling its constitutional duties,” the resolution said.
It likewise pointed to Dy’s support for transformative measures on public welfare, governance reforms and institutional accountability, including House Bill No. 8389, or the proposed Anti-Political Dynasty Act, a priority measure of President Ferdinand R. Marcos Jr.
The measure seeks to address systemic issues such as corruption and the concentration of political power, which the resolution said would help reinforce public trust and confidence in the House.
The resolution further cited rising public confidence in the House under Dy’s leadership, as reflected in gains in governance, trust and performance ratings.
A nationwide survey conducted by RP-Mission and Development Foundation Inc. from May 20 to 25 showed the House posting an Index of Governance score of 62.2 percent, with trust and performance ratings of 61.8 percent and 62.7 percent, respectively.
Dy himself registered an improved governance score of 58.1 percent, up 3.1 percentage points from the previous month, driven by gains in both trust and performance ratings.
The House also credited Dy with helping place the Philippines at the forefront of regional parliamentary diplomacy through the country’s leadership of the ASEAN Inter-Parliamentary Assembly.
Under that leadership, the House advanced regional initiatives on climate action, counterterrorism, women’s political participation, legislative modernization and ASEAN integration.
Lawmakers also recognized Dy’s commitment to the welfare of House Secretariat personnel and congressional staff, saying his leadership extended beyond elected officials to the employees who help keep the institution running.
They described Dy’s stewardship as steady, inclusive and effective.
“Under the dignified and consensus-driven leadership of the Honorable Speaker Faustino ‘Bojie’ G. Dy III during the First Regular Session of the Twentieth Congress, the House of Representatives distinguished itself as a responsive, efficient, and cohesive institution, successfully traversing complex socio-economic priorities and enacting landmark measures essential to national progress,” the resolution stated.
The House is set to reconvene on July 27 for the opening of the Second Regular Session of the 20th Congress and President Marcos’ fifth State of the Nation Address.
